There are three type of measurement, which are furnished below.

Vertical Torso-Management for women's dress sizes:

       It is the measurement of neck-waist and shoulder waist length. Bust shoulder length and bust waist length and heap-waist lengths are also to be taken.

Horizontal Torso Measurement:

       Neck area and over-bust circumference, shoulder width, bust point separation and under bust are the measurement, which are under Horizontal torso management.

Sleeve Measurements for women's dress sizes:

      Under-arm and over-arm length, wrist circumference and the sleeve size are taken in this section.

After taking those measurement a tailor can make a women dress perfectly according to the size taken. The size may vary from one length to another as customer's measurement. The size taking procedure is almost same everywhere in the world but they come in different size variable.

As for Japan the size varies between 3 to 23. For UK it's 4 to 24. In Italy 36 to 56 etc. Although we can see the variable difference, the basic pattern of tailoring women dress is almost same.
